Paratexte zur digitalen Edition, Die Ministerratsprotokolle Österreichs und der österreichisch-ungarischen Monarchie 1848–1918 – Digitale Edition

Zur Arbeit an der digitalen Edition

Die Ministerratsprotokolle der Habsburgermonarchie und Österreich-Ungarns sind ein bedeutendes Korpus von Regierungsdokumenten aus dem administrativen Erbe der Monarchie. Die Ministerratsprotokolle, die fast sechzig Jahre Regierungszeit umfassen, sind eine der wenigen bearbeitet verfügbaren Ressourcen, die einerseits das Innenleben der Regierungen der Monarchie offenlegen und andererseits Unmengen prosopographischer, politischer, administrativer, wirtschaftlicher, kultureller und sozialer Informationen beinhalten.

Die Protokolle werden am IHB im Forschungsbereich Digitale Historiographie und Editionen kritisch bearbeitet – in einem Langzeitprojekt der Österreichischen Akademie der Wissenschaften.

Nachdem die Gesamtedition zum Zeitpunkt der Entscheidung zur Umstellung auf eine digitale Edition bereits weit fortgeschritten war, kommen zur Erstellung der hier frei lizenziert verfügbaren Dokumente drei verschiedene computergestützte Abläufe zur Anwendung:

  • Serie 1 (ÖMR; Die Protokolle des österreichischen Ministerrates 1848–1867) Diese mit 28 Bänden umfangreichste Serie liegt im Druck seit 2018 abgeschlossen vor. Textdaten sind seit 2019 in wenig strukturiertem XML verfügbar. Diese Daten wurden für diese digitale Edition mithilfe von XSL-Transformationen vollständig neu bearbeitet, aufgewertet, mit Metadaten auf Protokollebene versehen sowie mit Angaben zu den teilnehmenden Personen, den Daten und, falls vorhanden, Links zu Onlineressourcen aus ANNO (AustriaN Newspapers Online) und ALEX (Historische Rechts- und Gesetzestexte Online) sowie mit internen Links zwischen Protokollen ergänzt.
  • Serie 2 (GMR; Die Protokolle des gemeinsamen Ministerrates der österreichisch-ungarischen Monarchie 1867–1918) Dieser Bestand, der in der editorischen Verantwortung des Historischen Instituts der Ungarischen Akademie der Wissenschaften liegt, kann auf fünf erschienene Bände verweisen; der Verlag der Österreichischen Akademie der Wissenschaften hat auch hiervon Digitalisate im PDF-Format angefertigt. Im Rahmen dieser Edition werden als Inhaltsangaben die Tagesordnungslisten aus den Inhaltsverzeichnissen dieser Bände mit den anderen Serien verknüpft (etwa über den Kalender) und es werden unkorrigierte OCR-Daten zur Verfügung gestellt.
  • Serie 3 (CMR; Die Protokolle des cisleithanischen Ministerrates 1867–1918) Für die dritte Serie, die aktuell am IHB bearbeitet wird, wird TEI-XML direkt aus Worddokumenten erstellt. Bei dieser Serie ist die Erschließungstiefe am größten; alle erwähnten Entitäten (Personen, Institutionen) sowie Literaturreferenzen werden mithilfe eigener Systeme erfasst und in den TEI-Dokumenten verlinkt.

Abbildung 1 zeigt im Überblick, welche Arbeitsgänge bei der Erstellung dieser Edition zur Anwendung kommen.

Editing this Digital Edition

The minutes of the ministerial council of the Habsburg monarchy and of Austria-Hungary are a large corpus of governmental documents, forming part of the states’ administrative heritage. The minutes span over a time of almost 60 years, and they are one of the few resources available in a processed form. On the one hand, they depict the inner workings of the monarchy’s governments, on the other, they contain a huge amount of prosopographical, political, administrative, economic, cultural and social information.

At the IHB, specifically in the research unit digital historiography and editions, the long-term research project of the Austrian Academy of Sciences is critically editing this important historical source.

As the whole edition project was already advanced when the decision to adopt a fully digital editing process was made, there are currently three different workflows in order to generate the openly licenced digital documents available in this web application:

  • Series 1 (ÖMR; Die Protokolle des österreichischen Ministerrates 1848–1867) Since 2018, this series is completed, spanning 28 printed volumes. Textual data are available online since 2019 in a generic, little structured XML format. These data were processed with XSL transformations, and completely re-edited with metadata at the protocol level. Additionally, they are enriched with entity data concerning persons, chronological dates, and links both within the edition and to external online resources such as ANNO (AustriaN Newspapers Online) and ALEX (Historische Rechts- und Gesetzestexte Online, i.e. Austrian Historical Legal Texts).
  • Series 2 (GMR; Die Protokolle des gemeinsamen Ministerrates der österreichisch-ungarischen Monarchie 1867–1918) This branch of the edition is edited under the auspices of the Institute of History of the Hungarian Academy of Sciences’ Research Centre for the Humanities. Five complete volumes are available in printed form, PDF derivates are made available by the Austrian Academy of Sciences Press’. In this digital edition, lists of the Common Ministerial Council’s agendas were extracted from the tables of contents of these books. The text presented is based on uncorrected OCR data. Moreover, the GMR agenda items are displayed in the calendar view.
  • Series 3 (CMR; Die Protokolle des cisleithanischen Ministerrates 1867–1918) The third series, currently being edited at the IHB, employs a series of transformations from .docx documents to TEI XML data directly. This series features the highest level of enrichment: All referenced entities (persons, institutions) and bibliographical references are registered in seperate systems and linked to from the TEI documents.

Figure 1 gives an overview of the different workflows employed in the edition process.

Für die Protokollforschung bietet der Beitrag Einblicke in ein 60 Jahre umfassendes und frei verfügbares Korpus an vormals geheimen Regierungsprotokollen und deren Praxis bei der Erfassung, Ordnung und Überlieferung gouvernementalen Wissens, darüber hinaus aber auch in die Daten- und Workflowmodellierung bei dessen Transmission mithilfe aktueller Erschließungs- und Publikationstechnologien.</p>

Die Protokolle dokumentieren ein Herrschaftswissen, das unmittelbaren Einfluss auf die Institutionen des Staates – und mittelbar auf jede/n einzelne/n Staatsbürger/in – hatte; viele der Entscheidungen des Ministerrats sind auch heute noch in Form z. B. von Gebäuden oder Gesetzen unmittelbar fassbar. Seit 2018 werden die „Ministerratsprotokolle“ in hybrider Erscheinungsweise (online und gedruckt) ediert.[2] Die Umstellung fordert zu einer Auseinandersetzung mit der Gestalt ihres Wissens heraus. Der Beitrag stellt die Verfahren vor, die am Institute for Habsburg and Balkan Studies (vormals Institut für Neuzeit- und Zeitgeschichtsforschung) der Österreichischen Akademie der Wissenschaften zur Digitalisierung des laufenden Editionsprojekts entwickelt wurden, um erstens den retrodigitalisierten Bestand zu erschließen, zweitens die Grundlagen für eine Webapplikation zum Gesamtbestand des Editionsprojekts zu schaffen sowie drittens auf Basis der in TEI-XML codierten Editionsdaten den Bogen zurück zum Buch zu schlagen. Die nachfolgenden Überlegungen kommen aus der Praxis einer Edition mit langer Geschichte, sie befassen sich mit einer spezifischen Quellentextsorte (dem Protokoll, medial organisiert als Ansammlung zusammengehefteter Aktenbögen, überwiegend in Kurrentschrift geschrieben), mit einer spezifischen Art, geschichtswissenschaftliche Quellenedition (medial organisiert zunächst als Reihe von Serien, Bänden, Teilbänden, nun auch als Datenkonvolut) zu betreiben, und mit den Wegen der im Protokoll enthaltenen Informationen zwischen den Medien. Das Wissen in Buchgestalt ist vielgestaltig versteckt durch notwendiges Wissen über die Buchgestalt und darüber, wie das konkrete Wissen jemals in die Buchgestalt hinein gekommen ist. Um die Prozesse, die dorthin führen, nach Möglichkeit transparent zu machen, beginnt dieser Beitrag bei den Quellen. Der zweite Abschnitt widmet sich der gedruckten Buchausgabe der Ministerratsprotokolle-Edition. Der dritte Teil befasst sich konkret mit der Übersetzung derselben in standardisierte XML-Daten und Auxiliardaten. Jeder der dahinter stehenden Schritte ist vorgeprägt durch spezifische Vorstellungen davon, was ein Protokoll sei, und wie diese Vorstellungen im Horizont der jeweiligen Praxen zur Darstellung gebracht werden. Cf. the files uploaded to https://hcommons.org/groups/encoding-cultures-joint-mec-and-tei-conference/documents/.</p> <p>Abstract:</p> <p>A group of scholarly editors working on TEI editions of minutes/protocols is working on common best practices for editing this textual genre. The »Arbeitskreis Digitale Protokolleditionen« group underlines the collaborative and social aspect of TEI editing. Its proposed poster hence does not claim to present results but intends to showcase and encourage a collaborative culture of encoding.</p> <p>Following a panel at the DHd2022 conference,<sup><a href="https://teimec2023.uni-paderborn.de/contributions/144.html#fn:1">1</a></sup> a group of scholarly editors working on TEI based editions of minutes (mostly from the political sphere at the moment) from the German speaking countries has met on a regular basis to exchange experiences, markup choices and common ground for exchanging data. In 2023, this loose group rebranded itself as <em>Arbeitskreis Digitale Protokolleditionen</em>.<sup><a href="https://teimec2023.uni-paderborn.de/contributions/144.html#fn:2">2</a></sup></p> <p>To date, the discussions within that group have targeted</p> <ul> <li>roles and functions of minutes/protocols</li> <li>TEI modelling decisions and formalizing of preexisting editing guidelines</li> <li>extraction of <code class="language-plaintext">tei:listEvent</code> data for defining an API for common calendar applications<sup><a href="https://teimec2023.uni-paderborn.de/contributions/144.html#fn:3">3</a></sup></li> <li>strategies for reuse of prosopographical auxiliary/indexing data</li> <li>best practices and tools for manual, semi-automatic and automatised edition data enrichment</li> <li>sharing and reuse of bibliographical data, e.g. through Zotero</li> </ul> <p>The poster aims to showcase the opportunities of collaboration across a variety of institutional backgrounds. It serves as an example that the intellectual infrastructure of a common vocabulary (=subset/s of the TEI guidelines) provides chances to discuss, among other issues,</p> <ul> <li>common ground between DH technologists and domain specialist editors</li> <li>possible ways of extracting overlaps in data</li> <li>while minimising data input duplication</li> </ul> <p>These efforts are based on voluntary contribution of the <em>Arbeitskreis</em> members which relies on willingness for formal-informal potlatch style giving and taking, and on the institutional support of the democratic and academic institutions that fund digital editions of minutes.
